Disaster image gallery SOFADECCA is a body Corporate under the name of Society of Fire and Disaster Emergency Community Conflict Agency, herein abbreviated as SOFADECCA.
SOFADECCA recognises that in highly vulnerable or disaster prone environments and communities, only disaster preparedness and effective disaster response should be chief activities of any Humanitarian Service Provider.

Vision of SOFADECCA.

To be a leading Complementary Agency for Disaster Management and Response giving hope to the hurting world while taking a lead in minimizing disaster effects when and if they so occur.

Mission Statement.

To Enhance Communities’ Capacities for Human & Environmental Disaster Preparedness, Mitigation, Response and Management while networking with other in-country players as well as international Agencies in implementing, coordination and managing disaster response and mitigation programs.

>>>The rational behind the formation and registration of the Society is underpinned by the fact that there has been a rapid increase in fatal and dreadful disaster not to mention other forms of disasters that go unreported in world’s leading media outlets. Kenya alone has seen some of the worst forms and calibres of disaster ranging from collapsed structures, El Nino rains, thunder storms, road and air carnage, drought and famine as well as other health related forms of disasters.

In reflect of the principles guiding humanitarian movements world-over, the Society exists to propagate the ideals and principles of humanitarian actions and movements including: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality in Service Delivery to the wounded, afflicted, devastated, and hurting mankind. Significantly, SOFADECCA exists to offer or facilitate the offering of formal and informal training on Fire and General Disaster at institutional, corporate and individual levels.

The present program proposal seeks to take the SOFADECCA Program Implementation a notch higher by tailoring its Program Design to the UNCRD Meeting Report Series 45 on the Socio-Economic Impacts of Disaster (1990).
SOFADECCA looks into the future of disaster operations in Kenya with optimism as it seeks to forge partnership with local (in-country) and international Fire and Disaster Societies with an aim of bolstering its own capacity and abilities to respond effectively to Fire and Disaster when and if they occur.

The primary Objectives of SOFADECCA are as follows:


• To provide disaster preparedness and management to the community.
• To develop and strengthening emergency institutions in the society.
• To promote young people's involvement in disaster preparedness and response while training them in general disaster management and evacuation procedures.
• To promote the junior SOFADECCA Movement amongst the youth of all races and to create awareness in general disaster and evacuation procedures.
• To propagate the ideals and the humanitarian principles of SOFADECCA.
• To offer or facilitate the offering of formal and informal training on fire and disaster amongst its members and other registered trainees.
• To be non-partisan, gender-sensitive, non-discriminatory society discharging its duties, responsibilities and obligations without favour or prejudice.

Main causes of vulnerability in Kenya have been prioritized by the KRCS as follows:

1.) Lack of Specialised Training.
2.) Lack of Appropriate Equipment.
3.) Lack of Adequate Resources.
4.) Lack of Systematic Disaster Mitigation and Response Mechanism.

Previous Activities of SOFADECCA and Its Human Resource Team.

(a) In November 1997, The Catholic Justice and Peace Commission, having recognised the work of SOFADECCA in promoting the promulgation of peace and harmonious co-existence of communities in Kenya, appointed the Secretary General, Eng. Salim as Constituency Organizer with diverse responsibilities to ensure the Kenya’s first ever multi-party democracy elections are held in the best democratic atmosphere free of any biases and obscenities.
(b) Through its sub-agency, Shimaline Fires and Security Services, SOFADECCA was able to train the Migori Municipal Council Staff on Fire Safety and other related risks as well as Environmental Management in 1999.
(c) Between 3rd and 7th June 2002, following an invitation dated 6th June 2002 from the Kenya Utalii College, the Society’s team of experts including Prof. Jalang’o Akelo, Eng. Salim Juma Mirodho and Prof. Ouma Muga facilitated a Workshop Training in Disaster Management for Senior Corporate Managers and Hoteliers.
(d) On 14th January 2004, Kenya Red Cross Society, Migori Branch appointed SOFADECCA through its Secretary General, Eng. Salim Mirodho as the Branch Disaster Management Officer. Previously, The Red Cross Society had co-opted Eng. Salim to the Branch’s Executive Committee to help improve the Society’s Policies and Procedures on Fire and Safety.

The Society, from the above summary of activities and experiences, thus has over 10 years of experience in Fire and Disaster Operations. Its trained personnel having developed capacities of various staff and personnel drawn from institutions, hotels, companies and municipal councils.

Statement of the Problem.

Kenya, as any other third world and developing countries, has had its own share of disasters and emergency situations ranging from the 1998 Twin Bombing of USA Embassy in Kenya and Tanzania, Bombolulu Girls Inferno, Kyanguli Boys High School Inferno, Collapse of the Kihonge Building in Nairobi’s Ronald Ngala Street, Flower Farms Fires in Naivasha, Estates ravaged by fierce fires bringing down buildings thereby causing great damage and loss to property and lives.

Disasters continue to strike.

Despite these grave consequences of disasters, not much has been done to mitigate or control these consequences. Disasters continue to strike with greater frequency, magnitude and complexity. In most cases, the natural phenomena triggering the disasters are beyond human control. However, vulnerability to such disasters is a result of man’s own creation.
